ARCHIVES, HARMONIE ET AMITIE : OU COMMENT PERPETUER L'ESPRIT DE SEOUL
After a stimulating week of workshops, posters, presentations and exhibitions, the ICA Congress in Seoul closed today with the signing and release of a joint communique. The President of the National Archives of Korea, Mr Sang-Jin Lee and the President of the International Council on Archives, Mr David Fricker, have jointly signed and released "Archives, Harmony and Friendship: Sustaining the Spirit of Seoul".
This communique captures the enthusiasm of the congress and the determination of records and archives professionals from around the world. It commits us to actively contribute to our society in the digital age by freely sharing our professional knowledge and expertise.
It also commits the International Council on Archives to action in the areas of recognising records as an information resource, digital recordkeeping policy development, sustainable financing and human resource development, the support of international organizations' policy initiatives and the strengthening of international cooperation.
We are delighted to jointly release this commitment to action and to make the communique available to you in English, French, Korean and Chinese.

A la suite d'une semaine stimulante composée d'ateliers, d'affichages, de présentations et d'expositions, le Congrès de l'ICA à Séoul s'est conclu aujourd'hui par la signature et la publication d'un communiqué conjoint.
Le Président des Archives nationales de Corée, M. Sang-Jin Lee, et le Président du Conseil international des Archives, M. David Fricker, ont signé et publié " Archives, Harmonie et Amitié : ou comment perpétuer l'esprit de Séoul ".
Ce communiqué saisit l'enthousiasme du congrès et la détermination des professionnels des archives et de la gestion de documents du monde entier. Il nous engage à contribuer activement à notre société de l'ère numérique en partageant librement notre savoir professionnel et notre expertise.
Il engage également le Conseil international des Archives à agir pour faire reconnaître les documents comme ressource informative, pour le développement d'une politique de conservation numérique, pour un financement durable et le développement de ressources humaines, pour le soutien aux initiatives des organisations internationales en matière de stratégie et le renforcement de la coopération internationale.
Nous avons le plaisir de publier conjointement cet engagement à agir et à rendre ce communiqué disponible en anglais, français et coréen.
The Seoul Congress has been marked by several highlights:
The general assembly expressed its enthusiasm for Mexico City, the venue approved by EB earlier in the week for the next annual conference in 2017, and welcomed widely the theme chosen " Archives, Citizenship and Interculturalism ".
The General Assembly was also the opportunity for the members to express the deep respect and admiration for Sarah Tyacke's career and involvement in the Fund for the International Development of Archives (FIDA). They granted her the title of ICA Fellow.
Finally, as approved by the General Assembly, the Congress Closing ceremony unveiled the name of the host for the next ICA International Congress: the United Arab Emirates will welcome the International Council on Archives and all its members in 2020.

L'Assemblée générale a exprimé son enthousiasme pour Mexico City, le lieu approuvé par le Comité Exécutif pour la prochaine conférence annuelle 2017 et a largement salué le thème retenu "Archives, Citoyenneté et Interculturalisme".
A l'occasion de l'Assemblée générale, les membres ont également tenu à exprimer leur profond respect et leur admiration pour la carrière et l'engagement de Sarah Tyacke, qui a œuvré de nombreuses années pour le Fonds international de Développement des Archives (FIDA). Ils lui ont décerné le titre de Membre d'honneur de l'ICA a été décerné.
Enfin, ainsi que l'Assemblé générale l'avait approuvé, la cérémonie de clôture du Congrès a dévoilé le nom du pays hôte du prochain Congrès international de l'ICA : Les Emirats arabes unis accueilleront le Conseil international des Archives et tous ses membres en 2020.
ICA's Programme Commission's (PCOM) meeting approved the HRWG Basic Principles as a working document, discussed PCOM's priorities, challenges and resources, approved the Business Plan, discussed the implementation of the ICA Marketing Plan and learned about new initiatives in the New Professionals and Africa Programmes.
PCOM voted to adopt the HRWG Basic Principles as an ICA working document endorsed by PCOM. FAN will be delivering comments from the national archivists in early October 2016.
The meeting agreed that a liaison person between funded project teams and PCOM would be an asset and urged PCOM members to volunteer for these roles.
A register covering PCOM's programmes, report and projects is now available and will be made widely available shortly.
La réunion de la Commission du Programme de l’ICA (PCOM) a approuvé les Principes de base de HRWG (Groupe de travail sur les Archives et les Droits de l’Homme) en tant que document de travail, a discuté des priorités de PCOM, de ses défis et de ses ressources, approuvé le Plan stratégique, étudié le Plan Marketing de l’ICA et appris les nouvelles initiatives des programmes pour l’Afrique et pour les Nouveaux Professionnels.
PCOM a voté l’adoption des Principes de base de HRWG en tant que document de travail de l’ICA soutenu par PCOM. Le Forum National des Archivistes (FAN) livrera les commentaires des archivistes nationaux au début du mois d’octobre 2016.
Les membres de la réunion ont été d’accord pour dire qu’une personne servant de liaison entre les équipes des projets financés et PCOM serait un atout, et ont encouragé les membres de PCOM à se porter volontaires pour jouer ce rôle. Un registre contenant les programmes de PCOM, les rapports et les projets est maintenant disponible et sera bientôt largement accessible.

UN NOUVEAU SITE INTERNET POUR LE CONSEIL INTERNATIONAL DES ARCHIVES
The ICA launched its new website on the occasion of the International Congress in Koreaof . The fruit of almost one year's work, the new website is the showcase of the organization and ensures its visibility in the digital world for people outside the organization, while being a work tool and professional resource for those archivists around the world who are members of ICA.
We would like to thank all the members who have contributed to the website by providing pictures depicting archives and their profession and we welcome the comments on the further functionalities you would like to see on this tool.

EGAD : APPEL A COMMENTAIRES SUR "RECORDS IN CONTEXTS"
The ICA Experts Group on Archival Description (EGAD) is pleased to announce the release for public comment of the initial draft of the first part of a two-part standard for archival description named Records in Contexts (RiC). When completed, the standard will include a conceptual model (RiC-CM), and a formal ontology (RiC-O).
The current release of the initial draft of RiC-CM will remain available for public comment until 31 December 2016. A draft of RiC-O will be released for public comment late in 2016
Le Groupe d'experts sur la description archivistique (EGAD) du Conseil international des archives a le plaisir d'annoncer la publication, pour appel à commentaires, du projet initial de la première partie d'une norme pour la description archivistique nommée Records In Contexts (RiC). Lorsque cette norme sera finalisée, elle sera composée d'un modèle conceptuel (RiC-CM) et d'une ontologie formelle (RiC-O).

In May 2016, the European Parliament adopted a new regulation intended to enhance the natural persons' protection with regard to the processing of their personal data. At this end, a "right to be forgotten" has been introduced.
What are its implications for the archives sector and how will personal data have to be dealt with in public archives? And what about the right to remember? In order to make a first assessment, the State Archives in Belgium are organizing on October 10th 2016 an international congress in Brussels on the "Right to be forgotten versus right to remember".
Experts - archivists, historians, lawyers and information specialists - from all over Europe will shed light on this important issue.

LE PLAN 2016-2018 DU NARA POUR UN GOUVERNEMENT OUVERT ATTEND VOS COMMENTAIRES
Since 2010, NARA has embraced the Open Government Directive, which set forth requirements for agencies to adopt the principles of transparency, participation, and collaboration and develop open government plans. In NARA's previous open government plans, they worked to implement more than 140 commitments in the areas of records management, declassification, the Freedom of Information Act, and in innovative ways of providing access to the records of the National Archives.

As a forum for sharing best practices, OGP provides a unique platform that brings together, stimulates and expands the community of state reformers worldwide.
France will serve as Lead Chair on the OGP steering committee from October 2016 with Manish Bapna, Executive Vice President and Managing Director of the World Resources Institute. As such, France will host the OGP Global Summit in Paris, France on December 7, 8 and 9.

Following consultation with voluntary stakeholders, we developed a staged approach for reviewing the documents.
As a result of the first stage, we're pleased to release the updated PROS 11/07 Capture Standard and PROS 11/07 S3 Capture Specification. The revised documents are intended to reduce overlap and respond to new developments in the government recordkeeping environment since the previous documents were created.

A Chinese university has announced an ambitious plan to build the largest database in Asia on the Japanese war criminal trials that followed World War II.
Shanghai Jiaotong University, together with the National Library of China and The Second Historical Archives of China, will collect dossiers on Japanese war criminals excluding the 28 Class A criminals such as the former prime minister and army generals, according to the university on Thursday.

The Access to Information Bill 2015 has finally been signed into law allowing Kenyans to freely access information from the government and other public bodies.
The Access to Information Act now gives effect to article 35 of the Constitution, giving the Commission on Administrative Justice a number of oversight and enforcement functions, and the powers required to employ them. The act puts to rest the long debated issue of government departments withholding information from the public they viewed as "secrets".
